There are at least two pools in Bellingham, plus a number of fresh-water and salt-water beaches.
YMCA - Whatcom County YMCA has a nice building in downtown Bellingham, complete with pool and 40 foot climbing wall.

My wife says that the Vancouver beaches are special because they are warmed by the Japanese Current. In looking for confirmation, all that I could find was that one of them was 'clothing optional'. (the one by UBC, with no lifeguard...)
